she is Victoria Freeze the child of Victor Freeze and Nora so yes it has took me this long to get batman in to my monster high story XD

she is noras child but since nora is in cryogenic status victor raised victoria as a test tube baby hoping that once day her genetics will help cure her mothers illness

Victor thought it would be good if his daughter attended monster high to let her have a life out of Gotham city
